Planning Commission Hearing – BDC Amendments to Facilitate Housing

 The Bend Planning Commission will be holding a public hearing on April 28, 2025, at 5:30 p.m. to consider legislative amendments to the Bend Development Code (BDC) primarily to facilitate housing options. The amendments propose to allow the following new options to facilitate housing:

  • A second kitchen in a dwelling unit.
  • Up to two accessory dwelling units (ADUs) on a lot or parcel.
  • A new housing option called “rowhouses” in the RL, RS, RM and RM-10 Districts.
  • Minor amendments to BDC Chapter 3.8, Development Alternatives.

Please find the attached Planning Commission hearing packet which includes the Planning Commission Memorandum, proposed BDC amendments (Exhibit A) and staff findings and recommendation to the Planning Commission (Exhibit B). The items have been updated to reflect a change to BDC 3.6.200(B)(4), Sewer Analysis.

This meeting is being conducted in person at 710 NW Wall Street, Bend, OR, 97703 in City Hall Council Chambers and virtually (attendance instructions are posted on the Planning Commission agenda at www.bendoregon.gov/government/committees/planning-commission).
